Silence, hesitation, politeness, or a partner looking unsure is not permission. An invitation should be easy to decline, and either partner in a couple may answer for their own boundaries; they should not be expected to answer for the other.
A no, soft-no, or request to pause should be accepted immediately and without debate. You may ask once for clarification if the person offers it, but do not bargain, guilt, or keep pressing.
